In a large pot, mix together the flour, salt, and cream of tartar.
Pour in the water and oil.
Place the pot over medium heat, stirring continuously. Keep stirring until the dough thickens and starts to form a ball.
Remove the pot from the heat and transfer the dough to wax paper. Let it cool slightly.
Once it’s cool enough to handle, knead the dough until it’s smooth. Divide the dough into four separate balls. Place each ball into a gallon-sized bag.
Once you have worked the color into the dough, you can remove it from the ziplock and continue to knead it into a shape of your choosing.
